Other than that, what bothers me is his anatomy -- it's more like that of a human than a rat. Look at pic related. He looks kinda like a human in a rattata costume, and the ears look more like cat ears than rattata ears.
Try doodling him a bunch, get a feel for what makes him look mouse-y.
Also I love rattata and rodents in general.
In fact, I'm gonna request a rattata curled up and sleeping.
