Garchomp can't even learn any Flying-type moves in-game outside of Aerial Ace (which is just a generic slash attack that doesn't even involve flight, hence things like diglett are able to learn it), they most likely depicting garchomp doing such a thing in the anime, so as to attach further cool characteristics to an already very popular design.
