They purposely designed Zoey to look like a lesbian tomboyish prince, similar to the female lesbians you see in other anime like Sailor Moon or Dirty Pair. Dawn's interactions with her were also subtle but obvious.
My guess is the writers couldn't promote Appealshipping too heavily because it was a lesbian ship so they were more subtle.
