The Pokémon world seems to have modern technology but it's very old traditional in other things, so I see their culture kinda like the middle ages, where soldiers started as teens. I see the Pokémon journey as a replacement for school and a growing up trip into adulthood, so to speak.
Btw, the only parent that freaked out was Bianca's, and that's because of how naive and maybe clumsy she is, which is his fault for being so protective.
