Latias (and the blue plane too) are in rotation in pokemon go, and each raid is a 1/20 chance for a shiny wife.
Normally it's very difficult to complete them, but with the magic of spoofing even a new account can get carried by other spoofers in NYC. And each account you make is one free raid a day. It's perfectly doable to get your shiny wife and transfer her to Home the moment you catch her (shiny legendaries have 100% catch rate).
