Since tattoos were, and i believe still are to an extent illegal to have, they would take advantage of the real estate they have that can be covered by every day clothes.
And in general if you ask the old Yakuza guys they'll say that a tattoo isn't meant to be displayed, but young and dumb Japanese teens have started getting them and wearing them proud so there shouldn't be any kind of taboo against non Yakuza members getting those style tattoos.
