The bad guys in pokemon are only a very small minority and everyone else, even the millionaires running the world often want pokemon to be free and available to everyone.
So many NPCs talk about how the animals of their world enrich their lives, and so many people make decisions to protect pokemon and keep the world safe for them. Even people who never participate in a pokemon battle have a companion with them who's always there for them.
Maybe it's even a testament to the world that the baddest guys never consider hurting you when they lose a pokemon battle.
