Human proportions+Human functionality (hands that can grip, arms that have a human range of motion, legs that can walk fine/bend/kick just like a humans, neck that turns, etc)+Design elements intentionally reminiscent of human clothing is a combination that anyone can justifiably call a fursuit.
Blaziken is a full range of human facial expressions away from being Incineroar tier.

It's that there proportions are far too human and their design elements are far too on the nose.
Hitmonchan has skin flaps vaguely resemble clothing and hair but he also has those giant shoulders to set him apart from a human frame.
Machoke/Machamp despite having a muscle structure similar to humans (and by humans, I mean super in shape humans at the peak of physical condition, not average humans) differentiate themselves with their monstrous facial features and second set of arms in the final evolution, their belts are also canonically found objects and not a physical part of them.
And those are the lines from Pokemon that were previously notable for how eerily human-like they were. The rest of earlier Pokemon (It doesn't just extend to gen 1, there's examples going up through the first 5 gens of doing this right, with only the occasional missteps) that are humanoids have proportions and features wildly different from actual humans which keep them from feeling like fursonas.

Meanwhile Decidueye has a completely functional hoodie and a glasses pattern, Incineroar has a belt built into his body and tank top pattern, and Primarina just straight up has hair with hairbands. For god sake Decidueye even has super human-like expression in Pokken. The monstrous element has been totally lost from their designs, these designs fit better in a fiction about kids transforming into spirit animals to fight bad guys or something than it does in an monster catching game.
