You get a high BST, even ignoring how you tend to get slammed with any/all of bad typing, bad movepool, or bad abilities, you still pay a price if none of that happens.
Sure, you have more raw stats, but you don't have those stats "optimally" distributed.
Compare ShinkiS to those of any BST 600 in OU; she pre-expansion has only a single double-weakness to Illusion and post-expansion still only has that plus a warp weakness, so she's good defensively (especially with her 4 resists and 2 immunities thanks to Dark Clothing), her type coverage is godawful but her STABs together aren't resisted by much, and she learns Brave Song (i.e. Nasty Plot) so it isn't like it's garbage, Dark Clothing is a nice ability so that isn't problematic, and she seems to be perfectly viable.
The problem are the stats: 95/105/90/125/90/95. She misses the critical base 100 speed benchmark, her ATK isn't high enough to really use a mixed set or to really want to focus on it (although she does get actual type coverage there unlike with her spread attack), her movepool is barren as hell (STABs, Brave Song, Burn Strike and Grand Liberate if you're running focus attacks, the moves literally everyone gets (although it's worth noting she DOESN'T EVEN LEARN UPBEAT)...
Her innate defenses are fine but aren't good enough to take high power moves without investment (especially with no way to recover outside of Continue)
She looks amazing on paper but the reality is she just isn't actually as good as one would think. And that applies to all the other high BSTs in general; they look ridiculous on paper but in reality they have too many flaws to really be absolutely broken. Meanwhile the 500-540 crowd don't have those issues and thus tend to be the top of the pack, and anything 500 and lower tends to get ridiculous things like the really REALLY good setup moves or min-maxed stats. It's almost like Hemo is balancing low BSTs against high BSTs!
