Magikarp probably has one, but I have no idea what it is. Gyarados has Moxie, which lowers all move cooldowns when it gets a kill or participates in an assist.
It's also important to note that Magikarp -> Gyarados isn't necessarily a level requirement; Magikarp has to fill out a meter (might just be a damage requirement) in order to evolve. In the video, it took about 5-6 levels to finish.

Breath fire in a line, damaging and paralyzing anything hit. If an opponent got hit, Gyarados' autoattacks become faster and hit harder temporarily. The more enemies hit by the initial breath, the faster the followup autos become.
Upgrade: Breath and resulting autos dmg increased.
>Lvl 5? Aqua Tail
Gyarados swings its tail, releasing waves of water forward (5 swings total). If 3+ waves hit opponents, this move can be cast again to charge a final swing (think Zacian unite in terms of shape/size). If the final sweep is charged for a moment, its range and damage are boosted.
Upgrade: The final swing deals additional damage based on opponent's % of missing HP.

Charge forward three times. You can change direction between each charge. If the second charge hits an opponent, Gyarados gets a shield. If the third charge hits an opponent, they're thrown into the air.
Upgrade: Cooldown lowered.

Jump to a location to deal damage. The move can be charged for a moment to increase its range; if charged enough, it will also grant Gyarados a shield and slow enemies hit by the landing.
Upgrade: The shield is larger.
