Even Swablu has hints of an unusual movepool, and then Altaria gets this vast array of elemental, healing, protective, musical, and draconic powers. Everything from Earthquake to Ice Beam to Heal Bell. Not unusual for a Dragon, but it gets all those funny support moves too, along with Moonblast and Dazzling Gleam. The serene nature and sky theme tie in well with the nature connections and mysticism of Fairy types, along with the cuteness, so I see how that comes into play. Dragon, I'm not really sure beyond all the Dragon moves. As you said, not going to argue, because it's a really great Pokemon. Just a puzzling case.
