I get the feeling that Gyarados, Garchomp, and Metagross were originally just random Pokemon at the lab (Oak keeps other trainer's Pokemon too) that Ash would train against, then when they decided to throw Paul into the episode, he was made their trainer.
It doesn't really make sense for Paul to own these Pokemon otherwise.
