To be fair, it's never difficult to locate the icy rock/mossy stone/magnetized area and it puts a small restriction on rapid evolution.
They are trying to avoid a gen 1 situation where you could have a nidoking/clefable etc before you even get to the second gym.
Changing milotics evolution to the scale was undoubtedly the right decision though.
