I don't know exactly what tech level the PMD world is, but I always imagined it being like Middle Ages or Early Modern. They're likely pre-industrial, and not as advanced as modern human society. But they also have some scattered examples of what looks like sci-fi tech, like the Connection Orb and the Nexus in the Expedition Society, which just makes everything more confusing.
It's possible the advanced stuff is lost human technology, or uses literal magic instead (I think badges are stated to teleport people using "magical light" or something like that).
