I'm just being realistic with understanding how game companies handle this stuff, and reading the actual announcement it blatantly says they will be issuing warnings first and foremost. Even if just 0.01% of abusers include innocent kids doing what their playground bros are doing, it creates bad PR that can snowball. The vocal minority has a large impact on your reputation, especially when news outlets will spin it up as a firestorm with blatant exaggerations and lies for personal gain at your expense.
There's not going to be any widespread bans. At most they'll just ban the level 3 accounts that got god packs and never opened the game again after mass accepting mass friend requests.
