>>27806788The easiest approach is to just make them look like they were hatched from eggs. This way they can be met just about anywhere and will always be met a certain level (level 1). Of course there's exceptions, like Ditto. But it's a lot easier to look up one Pokemon's location and met level than a wide variety of them.
