Here's why this set is not outclassed by Excadrill:
There's no doubt that Excadrill is a more reliable spinner and doesn't get defeated by Smogonsword. But Excadrill is weak to Ground - if you're carrying a spinner your team is likely have one or more Pokemon weak to Rock. Guess what? Edgequake are fucking everywhere. I'm tired of getting buttblasted by Landorus-T who just comes in on Excadrill and steal your momentum. Starmie is not weak to Edgequake and actually threatens Landorus-T. Weak to smogonsword? Not really. Life Orb boosted Hydro Pump 2HKO standard 252HP Smogonsword. So the first thing you should do is HYDRO PUMP fuck all. Starmie's niche now is wallbreaker first and foremost and spinner second. Psyshock is for Sylveon, Specs Keldeo who's getting more popular, Assault Vest Conk and to check M-Venu (usually they just spam leech seed, and stayed in thinking they can tank Ice Beam). Ice beam is for Gourgeist/Trevenant who shat all over Excadrill in term of spinblocking.
Again, if you're carrying something 4x weak like Volcarona, and need reliable spinner, Starmie is not for you. However, if you need a wallbreaker who can spins and remove most physical walls so your physical sweepers can sweep - then Starmie is still the top dog (outclassed a bit by MBlastoise, but doesn't take megaslot).
This set beats 13 out of 13 top February OU pokemon ON THE SWITCH IN considering analytic boost. It gets raped by Ferrothorn hard though, so make sure you carry Fighting/Fire pokemon and you'll be all set.
