Blaine's original design is a soldier, but they decided to change it last minute, probably because they figured it would be redundant to have both him and Lt. Surge even if they had different gimmicks. Surge's was more interesting. His updated design is actually the long-lost Silph Chief, just repurposed, and they made his gimmick quizzes and gave him a scientist background.

Surge and Blaine were both added in the second build. My guess is that they liked the Chief sprite and didn't want it to go to waste so they decided to replace another character with it. Since Cinnabar Island had a lab they might have decided that the leader from there might as well look like a scientist.

not necessarily true anon, look at this. first row is Capumon, second row is Pocket Monsters, third row is final release. so we know there are two pre-release distinct builds. also, the collector supplied a beta front sprite of Mew from Blue, so there's a Blue beta out there with semi-final sprites. so 3 in total
