Farfetch'd is actually aquatic, but it acts more like a muscovy duck than a mallad or merganser, as in, it is more of an arboreal and terrestrial duck than a swimming one (yes, i know muscovies do swim, i have a pet one, but they're way more terrestrial and arboreal than other ducks), that's why it isn't a Water-type nor is associated with water in general despite having webbed feet and short legs that are perfect for swimming.
