There's sources that seem to imply that the series wants to move away from Pokémon being seen as monsters thanks to the product guide released but also with dialogue like the OP that divorces the term monster from Pokémon completely in-universe.
In international markets Pokémon were never referred to as monsters and the term "pocket monster" in Japan is also almost completely gone except in terms of marketing the title of the anime and games.
