Eevee (1)has multiple beginner-unfriendly features such as evolution conditions and a bad moveset to balance it from evolving into multiple pokemon(you saw what they had to give it in LGPE) that would bog down new players that don't understand game mechanics well, (2)a specific gimmick of having more than 2 evolutions that sets up unfulfilled expectations for other pokemon to be like that(though I wish some other pokemon got more than two split evos besides Tyrogue), (3)a purposefully vague basis when pokemon generally are very clear about what animal or thing they are based on, (4)leans more on the cute end that got Clefairy axed as the mascot while Pikachu was picked for its ability to be both cute and cool, (5)normal typing making it a worse depiction of the fantastical nature of pokemon types, (6)is exclusively a quadruped meaning it can't both walk like an animal and do human-like mascot things such as hold props or have costumes on parade like Pikachu can(tell me pic related looks natural for Eevee), (7)is less distinct from other brand mascots than Pikachu(most notably for its brown color vs Pikachu's more unique yellow), and (8)doesn't inform players of certain mechanics(e.g. no baby form like Pichu, no costume-Eevee for pokemon contests).
This is also not mentioning that the devs have personal preferences for other pokemon that could factor in, such as Poliwhirl, Psyduck, and (assuming James Turner counts after SwSh)Lugia.
