Level design is not really a large factor in Pokemon if you ask me, interesting overworld interactions start and end at basic logic puzzles - we'd need a huge overhaul of the overworld system (perhaps placing a bigger emphasis on the pokemon you bring with you) to make it worth paying attention to.
Story is not really a significant factor either, as long as it's not overly centralising I don't see a reason to give a shit
Mechanics are 4 instead of 5 for the sake of making other aspects better, and because Game Freak has really fucked up new mechanics as of recent. Just polish/retcon what we already have.
Points from lore/characters could be redirected to the level design (assuming we get the overhaul) and sound if we're aiming to appeal just to me.
