surge down. putting a cave full of pokemon surge's ace can't hit right next to his city is a nice design for kids, but very abusable for nuzlockers. ss anne wasn't rough but i ended up having to swap around a lot to minimize exp gains, especially since i got abra encounters on both routes above cerulean, jfc, and lost poor poe to a stray hyper fang (don't depend on gen 1 wrap, kids)
for erika i think it's fair to just do rock tunnel and the routes near lavender town for trainers, then rocket hideout/tower/fuchsia routes for koga.

alternatively you could use a trainer editor or something to inspect boss team sets and the like so you're more prepared
