Fish pokemon should have been like Gourgeist from the beginning with larger fish having higher base stats and/or IVs. And a fish notebook marking down how many centimeters each catch is.
And then the fishing mini game is more involved. Not just 'tap a when you see " ! " '
Instead of having different rods, you have one rod and gather different types of tackle along the way.
If they're not going to do that, then fishing is pointless, and it should have been removed earlier. Put your amphibian mons in the grass, or let people catch water types as they surf.
