They tried to maintain the generic self-insert going on "muh pokemon journey" and consequently pushed the character drama to the sidelines. If the story had been written so that Lillie or Gladion was the playable character the story would've worked much better.

Have one version that fully commits to the gym challenge, have another that's solely focused on the baddies of the week, and then maybe a third version that combines both into the standard formula for the "I hate change" autists. They would never actually do it because that would involve doing more work and taking risks, but it would be a great way to gauge what the playerbase truly wants in a Pokemon game and determine what direction to take the series going forward.
