1.- they found it difficult to convey how Samurott would battle
2.-By the time, Oshawott was starting to become popular.
I'm sure you've seen the magazine that mentions the creative block though.
These are solid facts going against it, and considering you people keep complaining about "O-OPINIONS!" then i'd say it's just what you need.
