Accidentally discovered a fast way to evolve this annoying dex entry so I'm going to share with the rest of the class.
Get a lv50 Primeape (or anything that's high) with Vital spirit. Find a wild Igglybuff near Los Platos.
Use the rage fist on it 10 times - it doesn't affect her, but that's the point. Igglybuff doesn't die, but the move still counts as used. Use ether to restore 10PP. Use move 10 times again.
A lv 5 Iggly does no damage to a high-level Primeape obviously, and Vital Spirit prevents it from falling asleep after Igglybuff uses Sing.
Stuff an L exp candy into that monke and you got yourself an Anihilape without having to do multiple battles.
