>>31018532Not every type needs to be all-rounders or evenly balanced. Steel doesn't need to be a viable offensive type and definitely shouldn't be a GOOD offensive option when it's unquestionably the best defensive typing in the game by a mile.
That doesn't mean there can't be offensive Steel-types, just that you shouldn't be able to do something like build a Steel-type with Garchomp's stats and have it use Steel-type moves to rip through half the metagame.
The problem with Steel is that offensive Steel-types exist and they're really fucking good Pokémon in their own right. Iron Head isn't a great move but it gets the job done coming off 678 Attack with STAB, and Mega Mawile isn't even in the top three best Steel types.
Basically power creep caught up at the same time that Fairy was introduced, and it turned out that Fairy wasn't good enough to exterminate Dragons but it was good enough to shit on a lot of other things, so now we have a meta where Fairies and Dragons are both really strong and Steel is the only thing that can deal with both of them, while still being really good at dealing with everything else.
