If you're going to discuss the metagame, a central figure in the metagame should naturally come into conversation. Denying that is just hipsterfagging for no reason.

I personally haven't seen this set used yet. The set itself isn't super unique, but it's usage is more distinct. The idea is, you treat Milotic as a pseudo-Defog Blocker/Special Tank by abusing it's natural defensive abilities combined with access to Competitive. Having full defensive investment along with access to recover has always allowed Milotic to function in OU, but potentially netting a +2 boost to it's already good 100 base Spatk makes it dangerous in both offensive and defensive roles.

0 Atk Skarmory Brave Bird vs. 252 HP / 252+ Def Milotic: 91-108 (23 - 27.4%)
252 SpA Latias Thunderbolt vs. 252 HP / 0 SpD Milotic: 146-172 (37 - 43.6%) -- 99.5% chance to 3HKO after Leftovers recovery
4 Atk Mandibuzz Foul Play vs. 252 HP / 252+ Def Milotic: 51-61 (12.9 - 15.4%)
252 SpA Life Orb Latios Thunderbolt vs. 252 HP / 0 SpD Milotic: 211-250 (53.5 - 63.4%) -- guaranteed 2HKO after Leftovers recovery
Latios does give the set a bit of troubles as you can see, however with full SpDef investment and Calm nature:
252 SpA Life Orb Latios Thunderbolt vs. 252 HP / 252+ SpD Milotic: 159-187 (40.3 - 47.4%) -- guaranteed 3HKO after Leftovers recovery
All of the above sets are assuming the foe predicts you in the worst case scenario as well, which given their role as Defog users, is unlikely.
