You have to realise that the VGC (or at least, the first one after a game comes out) has nothing to do with finding the best Pokémon Master in the world or other such bullshit. It's advertising their new shit. If there is no new mega, they obviously don't want to advertise yesterday's trash, so they wouldn't allow them.
