You make it sound like that they had no choice, We've seen SMT IV Apocalypse (Entirely new story and a few new Demons, new cast of characters) and Digimon Story Hacker's Memory (New cast of characters, new story, 70+ new Digimon), that use the base games but can be passed as their own unique titles, hell, B2W2 was more of a unique game and that was years ago.
