The boss pokemon like Dialga you could change by going to Temporal Pinnacle>clicking on "Go To" under Fixed Room>clicking the Add Entity button (the pic with a substitute and a + sign)>Edit
From here you click Pokemon scroll down to entry 31 or so. Touching the stuff here won't change the stats, so you have to go to Pokemon Stats and scroll down to Dialga's number, typing in edits.
As for movesets, most bosses pull random moves from their own movepool, up to the level they currently are. This is why stuff like Darkrai doesn't always spawn with Ominous Wind. Primal Dialga on the other hand is its own entry in the roster, and since you were never meant to recruit it, only has 4 moves in its learnset, guaranteeing the same moves every time.
If you wanted to guarantee the set moves, you could export the boss's data to an unused slot, tweak the moveset, and then make the boss's "entity" data point to that entry instead.
