Yes, Digital type can be interpreted as a Robot type, like TemTem, but that is not very interesting. Artificial mons can be customised to any threat/environment, so their resistances wouldn't be constant. If you intent for the classic trope of Robots that are metallic, apathetic and short-circuit or overheat easily, then it is exactly like the Steel type.
The Digital/Cyber type needs to capitalise on the Pokeball-conversion theme. How about this:
"The idea for transmuting mons into energy/data and be stored in PCs or Balls came from a particular category of mons that could control energy in its purest form, light, and even become energy themselves while retaining their consciousness. After creating the PC storage system, it was observed that these Light type mons could absorb nearby energy stored in the form of code and bring it to the real world. This led to either the fusion of Light type mon with mon of different types or the manifestation of raw software code into semi-concious beings made of tangible light"
The Digital type should be fused with the Light type. Pure Light type mons could be like tangible holograms, like Porygon or MissingNo. Part Light types could include Lanturn, Ampharos and the like.
Light is resisted by Grass, but defeats Bugs.
