Also the starters are supposed to iconic. They are suppose to be a representation of a new gen. And they are carefully designed to leave a lasting impression. Literally the most important part of Pokemon. The creators would not simply change that, it would ruin their marketing and merchandising.
Keep in mind rock dog is a starting route shit mon with garbage stats, adding a little puff of fur on its head is no big deal. The starters however are sacred, you don't change those after the game is out.
