None of its IVs are perfect. As a legendary, you'd expect it to have at least three.
Another point is that the OT is the same as the guy who traded it to him. (Not that it means much, given how event mon this gen seem to adopt the player's OT).
Finally, it's exactly level 5, meaning it was probably 'distributed' as that level.
My guess it it involves a wondercard hack.
