Hawaii is the #1 tourist destination for Japanese. Then it's Guam, and then California. Here's some data (picture related):

It might actually take place back in Japan again (Shikoku is the only main home island left which hasn't appeared in a video game, or maybe Okinawa?), but after that it'll likely be something like Hong Kong or San Francisco or LA (or a mix of the last two).
It'll be Korea before India, and we all know how much the Japanese dislike the Koreans (despite Korea itself being a top travel destination for the Japanese).
