I've been thinking about how to go about doing a Touhoumon game for years (always getting put off because of the amount of work it'd take to make all the sprites and music); I think it'd be a really good idea to do something similar to TPDP, butinstead of Attack/Defense/Speed forms base each puppet's non-base forms on the animals from Touhou 17. Wolf prioritizes Attack/Defense stats, Eagle prioritizes Sp. Atk and Sp. Defense, Otter is for fast mixed attackers; I think it'd be a more interesting guideline than just high attack stats and high defense stats, adds more of a RPS element to the forms. And then certain characters can have EX forms to handle things like transformations. I know certain Touhoumon games reuse sprites from other Touhoumon games, but are they open to reuse without asking for permission or is it all on a by-permission basis?
