All the pseudos before it had their highest stat being attack and all five were at least 130, most being around 135. 125 is pretty good for dreis special attack but feels a little too low. You could make hydreigon so much better by shifting around its stats very slightly. Take that two points from HP and put it in speed, now it at least ties with base 100s. Thats a decent benchmark, base 98 is an awkward speed tier. Take 10 points from its attack and put it into its special attack. Boom.
90/95/90/135/90/100
If you want to get spicy give it 134 special attack and 101 speed to guaranteed outspeed base 100s.
Not to say it used to be or still is bad. It was still good back then and decent even now as long as you don't let a swirlix breathe on it. I just think it could be amazing and much better with these stat tweaks. Its one of my top 5 favorite pokemon.
