The adventure itself
The characters.
The adventure itself could be anywhere from a normal pokemon journey, to some crazy event that's happening. This category focuses less on characters and more about world events as they unfold, and is usually the easier of the two to write. A good example of this would be pretty much anything that happens in Warcraft or Halo lore.
The characters are a lot harder to create and have it be good. It focuses not on the journey, but on what happens to them, and their personal struggles as a result. Definitely harder to write, but a LOT more rewarding when it's written well. A good example of this would probably be Spice and Wolf or pokemon b/w b2/w2.
An amazing story about adventure uses both of these in parallel, but it does not mean that either for the former can be bad. An amazing story with both aspects would be Full Metal Alchemist.
It pretty much just boils down to the type of story you want to tell.
