Super Mario Maker works because mario levels both appeal to young children (make your own bing bing wahoo level and play it) and big nintendo fans (kaizo levels and wacky setups). If Pokémon Maker was a thing, it would appeal to barely anybody. Making an RPG takes a really long time, and only extremely dedicated fans would play it, so it would sell like shit. Also, the first three months of the game would only have shit content.
TL;DR you're reselling rpg maker but with less freedom
