Ivysaur has less in common with that old sprite than Green Venusaur(who is basically just the Capsule Mon sprite with "warts" replacing the spikes).
Capsule Mon Ivysaur is the same as Capsule Mon Shellder; their evolution but with the name that would eventually be shifted to their pre-evos.

Squirtle/Charmander were designed for totally unique evo chains so they don't really confirm Ivy as being 100%.
