>>22129227I think the problem is not IVs but Pokegen. Think about it, a non-legendary pokemon with 5 or 6 perfect IVs would maybe stand a chance against a legendary one you capture normally (which usually has some pretty crappy IVs). But Pokegen fucks that up, allowing perfect IVs legendaries.
