I just got an ex-raid pass for a gym I've only raided at once. Badge level doesn't matter. According to Trainer Club, every time you raid at an ex-gym you're put in the top of the queue. "Submissions" end the Friday before raid passes are given out at 1PM local time. The passes are given out the next day. If you win the last raid in that window, you're probably eligible. I fought in this gym at 12:04PM Friday and got the pass today. The trick is to knowing which ex-gym in your area is eligible for ex-raids the following week.
