A sane developer would render each with maybe six triangles per pipe and do the rest with normals, or even use a shader, but this is a stock Maya primitive with thousands of triangles for no good reason. They gave the fence the old Huey treatment, because they are incompetents with no actual skill for using the tools they have. The character and Pokemon models also suffer this problem, being made of extremely inefficient sculpts and metaballs that all have to render light probes and material reflections without a culling mask. It's why the texture allowances are so low.
