If you gave it fighting type instead it probably still would have been OU.There aren't many type combinations that could've pushed Azumarill over the edge. The main reason for it becoming too strong is entirely due to it gaining a new immunity and 3 new resistances that allow it to set up with impunity. Not to mention Fairy is a really strong STAB that hits Water/Grass neutrally and is SE against Dragon. Steel would've been equally good for letting it set up, but it wouldn't have been as powerful offensively, meanwhile Fighting wouldn't have given it the ability to set up easier, but would've made it even stronger offensively. Fairy has the perfect combination of attack and defense to be the tipping point.

And even though Dragon was good in OU, it's not because the type was OP, but the fact that OU is filled with 600 BST Dragons. It's impressive if a Psuedo ISN'T OU. In Gen 5, every single Psuedo was OU. That's 4 Dragons + Latios + Latias + Kyurem fucking Black, a Pokemon with 20 less BST than Arceus. If Dragon was so OP, shouldn't a 700 BST box legendary be Ubers?
