Open the game and teleport on the loading screen. If there's not enough time, open the game without internet access to force it to let you sign off, reconnect so that the map works, teleport and log in.
Some people will tell you what supposedly triggers the cooldown (like spinning a stop, throwing a ball) and what doesn't, and that you can tp whenever as long as you didn't do anything that triggers it in the last 2h+, but as I said before I'm probably overly cautious. It works for me.

Not gonna work for NYC, trying to get your coins there is completely futile, they just never stop fighting for long. You could find yourself another place to defend that's closer to NYC. I'm in two minds about crossing the ocean every day, even with cooldown in mind, but it's up to you.
