Beating Red required having the team on the pic related (level up on Raikou, Suicune and Entei was achieved with Rare Candies and it was completely unnecessary, I just decided not to spend too much time finding good STAB moves for them and go with level up ones).
I don't think any of this is against the spirit of this challenge because the only rule is not getting EXP from battles and you won't beat the game otherwise.
Gen 2 games are probably the most playable games in this mode because of their level curve, though I haven't tried Gold/Silver (there's no 0 EXP rom for them afaik, I'll look forward to playing them if someone bothers to make one).
