Sceptile carries off the leaf-tailed gecko/velociraptor thing much better, the large thick tail balances it for running flat out. Grovyle by comparison looks awkward with its goofy ass-plumage and is far less suited for the "speedy lizard" role. Thus, being as it's more appropriate, Sceptile's design is objectively stronger. I mean, I felt the same way you did when I first saw his awful gen 3 sprite all those years ago, but thinking about it even briefly reveals the superiority of Sceptile's design.
