But given that Nintendo has actively tried to shut down Kaphotics and friends about Hoopa-Unlimited, it looks like they're fully aware of datamining.
I think they could have the Frontier as DLC as long as nothing is caught there and it is coded to relocate you if you try to load the game after deleting the DLC.
