Now, this could just be unique to the MC's Pokedex as a little note for their own sake, though it would still be extremely confusing in an official capacity, if this Pokedex is supposed to serve as a record of all Pokemon in the region. Surely that distinction would cause some head-scratching from the locals. The only way to be sure would be to go through the game's entire dialogue and check to see if any of the NPCs from the time period the game takes place in also refers to it as Hisuian Voltorb or just Voltorb, and I'm way too fucking lazy to follow up on that. I think it's just safer to assume that either Hisuian Voltorb retcons regular Voltorb's origins, or that Hisuian Voltorb was first and is only classified as a Hisuian Pokemon for the sake of simplicity, since the only other option would've been to classify it as a completely different Pokemon, which is kinda obtuse.
